Solution
When you say it's new, did you get it from a store? Or off someone else? I've only seen 0B when it's dying or already dead. You may want to consider an exchange. If you have windows media, you can see if it's possible that windows can be installed on it.

The text says: Error in Diskpart: The System cannot find the specified file. More informations can be found in system event log.

The Disk that i have a problem with is the disk with 0B

Test the health of the drive by using a HDD diagnostic program that will be available from the disk's manufacturer, e.g., WD, Seagate, etc. ALWAYS FIRST test the drive's health when you first run into a problem involving the drive to determine that you're not dealing with a defective HDD. If it's non-defective then you go on to other troubleshooting steps.

So i ussed the WD Disk test for windows and everything i wanted to test isntantly errors so maybe the disk is broken but what confuse me is that the Bios detect it correctly

Sometimes it will do that. But if it's not in Windows, then it's pointless. Again, follow the RMA process.
