Had water damage on in mypc and just got it back with a new Motherboard all fixed but i have random lagspikes in anygame now

SPECS:
Gpu: 1070 aero gtx
Cpu: i7 4970k
Motherboard Asrock z97 anniversery edition.
My previous one was a MSI motherboard that was a bit more expensive.


Pretty much the title, ive had the pc with some water damage delivered to a pc technician company and they identified it as motherboard being fried so they replaced the motherboard and i got it back with a Asrock z97 anniversery edition and everytime i play a game such as CSGO or overwatch i notice the same pattern in small lag spikes in a 1/4 of a second randomly. Whenever i look at the fps from 144 it drops like 50 in a split milisecond and goes back, it's driving me insane as im not used to this and had never had any problems before anything of this. I have checked gpu drivers but my gpu had same drivers as last time so it worries me something wrong after the motherboard change? And not to mention sometimes even mouse lag outside of games while just doing basic tasks on the computer.

What have i tried:
Updating all drivers.
Windows updates.
Removing unwanted old motherboard drivers.
Checking for bios and motherboard drivers on the new motherboard.

None of them has worked this far :(

When the motherboard went there may have been other collateral damage.

The pc technician company may or may not have throughly checked out all of the other components: e.g., GPU, sound card, etc..

Or there still could be some misconfiguration or balky driver.

Do you see any lags while doing anything other than gaming? Open up as many apps as you can sans games. Put a load on the system and watch the performance. Then add in games.

If you are comfortable doing so, unplug the power cord, open up the case, and look for any loose connections. Check that all cards, chips, and jumpers are fully seated and secure. Get a knowledgeable family member or friend to help if need be.

The overall idea being to eliminate possibilities and...
