Is this good for gaming, modeling, and texture editing at 4098x4098

Im looking for a budget PC that can run warframe and tools for tenno gen. Is ryzen 5 fine for this? minimum gpu, ram for decent frames on substance painter 2? I currently own a mac and substance painter runs like molasses in the middle of a winter blizzard. I am getting a solid state drive for essential programs and OS with a 4TB hard drive for file storage. im looking for an atx build for the nzxt h440 designed by razer case.

There is no "budget PC" for gaming at the resolution you want. A 4k gaming system would have a 1080 video card in it. Not sure what resolution you listed is, but it's a full square one, there are no square monitors. 4k is 3840 × 2160, you are looking at something else which is even higher resolution.
