What's wrong with my PC? (after power outage)

So there was a brief 1 second flicker of power off then on during a storm a couple days ago. I hadn't been in my office in a couple days and saw that the desktop was off. I went to turn it on and got no response. I then unplugged the cable from the PSU and held the power button for around 30 seconds. I then replugged in the cable to the PSU and pressed the power button and the computer fired up. But here is the problem. The fans sounded weak and I looked in the case and they were turning fairly slow. Both the case exhaust fans and the fan on the CPU. The computer posted and booted windows but I immediately shut it down to prevent overheat. What is the possible culprit? Is it a dying PSU? Or something else?

Also to note this PC was a homebuilt but is now about 8 years old or so. Still works fine since I put fairly decent hardware in it when I built it. So if it can't be fixed it's not the end of the world. May be my excuse to get new rig.
