OBS Lag While Streaming/Recording

Hello, I'm trying to stream and record PUBG to twitch but whenever i start my OBS FPS goes down to 10-15... I've tried messing with my settings and disabling my second monitor, capping in-game fps to 60, nothing changes anything. Also, when i stream or record my cpu usage in obs is only 5-10%... any help is appreciated.
My pc specs are:
Intel i7 4790
16GB DDR3
GTX 1060 6GB

You probably don't have NVENC setup right:

PUBG is also like brand new and coded like garbage currently.

Actually, what HDDs/SSDs do you have?
Recording needs a dedicated hard drive you're not running the game off of.

Helped a tiny bit but made my game quite a lot more choppy

I think I might have figured out the problem... my GPU gets to 100% usage when I have the encoder as NVENC H.264 and my C922 webcam going... even with the encoder set to .264 (as to cause less strain on my gpu and more on my cpu) the usage is still 96-98% with the webcam. Any help or possible fixes is greatly appreciated ! :)
