Would these specs be able to run Star Wars battlefront at decent settings @1080p 60fps?
Ryzen 5 1400
8gigs 2400 MHz
Asrock ab 350m
Sapphire rx 560

Final goal is being able to run Star Wars battlefront current one and one coming out in November, and won't need a major gpu or CPU upgrade for a few years.

Solution
You should be able to get 1080p 60FPS on medium to high settings. Ultra will likely cause you to dip below 60FPS at times. As for how Battlefront 2 will run, only time will tell. The RX 560 is closer to an entry level gaming card, so don't expect ultra settings on the latest AAA titles if you want 60FPS, you'd want something in the GTX 1060 or RX 580 range for that.

Would 1060 3G be able to hit the 60fps? Or would it be worth waiting for vega or Volta to come out?

Would a 470 or 570 be able max Star Wars battlefront with that CPU?

Either card probably could max battlefront and hold 60FPS, though depending on where you live good luck finding one at a good price, or at all. There is a cryptocurrency mining craze going on right now that has massively increased demand for AMD cards to the point that most AMD cards aren't available or are massively overpriced. I would recommend the 1060 6GB and not the 3GB. The 3GB is likely to be starved for VRAM in the near future, and it does have fewer CUDA cores than the 6GB 1060 making it about 10% slower than the 6GB model.

An rx 570 for $200 is in stock at a Best Buy near me. Is that overpriced for it?

Given that you have the RX 580s going for something like $400 on eBay now with the online retailers pretty much out of stock and a similar situation with the 570s, that is a good price, assuming your local Best Buy actually has it. You're not likely to do any better finding an AMD card for the next while.
