So, I'm not very familiar with computers but was wondering if a PCI Express x16 3.0 graphics card can fit in a PCI Express x16 2.0 slot. Specefically im looking at a N760 TF 2GD5/OC
(GeForce GTX 760 GAMING) in a GA-78LMT-USB3 motherboard.

Yes it will. Physically, both are x16. The 2.0 and 3.0 are version or speeds. They are backward compatible (like the USB2.0 and USB3.0).

Plugging a PCIe3.0 x16 GPU on a PCIe2.0 x16 slot will run the GPU on 2.0 speeds (and vice-versa). Though it is "slower", it is not noticeable in real-world usage.

As above, it will work just fine. I will just clarify one point, although PCIe2.0 is slower than 3.0, this is only when looking at the maximum data rate. If you have a gpu that can't use the maximum data rate (and there is no gpu that can even use 16 lanes of 2.0 to the max), then there is no speed difference.
