used to get high fps, but now low fps and it doesn't change no matter what I do

When I first built my computer and played csgo, I would get 260-300fps consistently. Whenever I changed my resolution or lowered graphics I could even push about 400fps sometimes. But now, I only get 180-210fps and push 260fps. All my drivers are up to date and all that. Ive even tried using things like game booster. One idea that I have is it may be the cpu heatsink and how it ran out, but I haven't checked yet. Also I don't think this is cpu bottlenecking because I would get 300fps when I first got my computer. One more thing to note, is that it's not a virus because I factory reset my computer multiple times and only installed csgo, and the problem was still there. Ive looked all over the internet for a solution and have found nothing, PLEASE HELP.

Video Card: Gtx 1060 6gb
Operating System: Windows 10 pro 64-bit
Motherboard:Gigabyte - GA-H110M-A Micro ATX LGA1151 Motherboard

    Adjust settings for best performance
    Disable some startup programs
    Turn off power saving settings in the control panel
    Remove windows defender
    Make start and taskbar menu opaque
    Turn of tipping
    Download CCleaner and clean your PC, using the registry fixer
    Delete unnecessary programs
    Unpark CPU
    Go through files manually and delete old files and empty folders
    Run a disk cleanup
    Delete Cortana
    Delete Edge
    Download Defraggler and do a disk defrag, then stop windows defauld defragmenter
    Download driver updater and keep your drivers up to date
