What's the best CPU Cooler for under $40

I was looking to upgrade my CPU and I found a $200 i5-7600k new on eBay so I had to take it. Since it doesn't come with a fan I was wondering what would be the best cooler under about 40 dollars for it (Also meaning the best cooler for the 1151 socket). I was looking around and apparently the CM Hyper 212 EVO is a great budget fan but since it is pretty old, is there a better, newer fan that would be optimal for the 1151 socket? I'm not trying to heavily overclock yet but the more I can get out of my CPU the better. The reason I want to get a cheaper fan is so that I can use the computer while saving up for a AIO like a H100i v2 or a NZXT Kraken. Thanks.

I suggest the Scythe Ninja 4 for $43.95 (the $4 is hardly anything compared to your whole system cost, yet definitely worthwhile performance).

It performs better than some 120 - 140mm AIOs and very close performing with the much loved Noctua D15 which comes in at $90.

CPU Cooler: Scythe - SCNJ-4000 84.6 CFM CPU Cooler ($43.95 @ Amazon)

Another contender is this Reveen Justice at $44.50. It has similar performance on an overclocked CPU, and 1.75* degrees higher at stock, though it is quieter...

Another contender is this Reveen Justice at $44.50. It has similar performance on an overclocked CPU, and 1.75* degrees higher at stock, though it is quieter than the Ninja 4 being 38dB compared to 47dB respectively, when supplied by 12v. The cons of this cooler, though, are the yellow fan and 166mm height.

CPU: i5-7600k
Motherboard: MSI Z270 GAMING PLUS
Memory: Corsair - Vengeance LED 16GB
GPU: Asus ROG STRIX-GTX1070-8G
Case: NZXT - S340
Power Supply: EVGA SuperNOVA 750 G1, 80+ GOLD 750W

I'm planning on getting a new case so if the cooler is a little big I can just adjust to the needed size. The Scythe Ninja 4 seems pretty good but would it interfere with my ram? And what kind of overclock should I expect with the Scythe?

It interferes with ram, looking at that review. The fan on the ninja is raised a tad over the ram, but shouldn't be raised too much since your ram is 5mm shorter than the reviews. Just make sure to install the ram before the cooler and fan.

I think he biggest issue in terms of ram compatibility are your LEDs being somewhat blocked. You can see from the review.

As for the overclocking, there's no way I can make an accurate assumption as every single CPU overclocks differently. Just go as high as you can whilst being in safe temps and volatage. You should be able to achieve beyond 4.5Ghz

Thanks for all the help! I know the ram LED's could be blocked by the cooler but that would just make me want to save faster for the AIO I would eventually get.

I know that the H100i isn't as great price to performance as some other cheaper options, but I think watercooling is cool and I will want to see my ram eventually. Thanks for the help though.
