The documentation on that computer I saw says it has a 280W power supply, which should be enough. Also, you'll need a low profile card, those are the ones that look like long rectangles, not the short and square type. That's if you really do have the "DT" form factor, which is the desktop form factor.

The bios on that computer predates UEFI, so it's possible you might have issues there. I'd contact MSI, or whoever you buy the card from, and ask them if UEFI is required for that particular card or not before you buy it.

The Optiplex does have a PCI Express X16 slot and the GPU can be installed and should run, emphasis on "should". You won't know until you install the new card. I've seen many posts like this over the years and its probably 50/50 as to whether the card will work.
