Hi all, my specs are:

Windows 7 ultimate 64 BITS
8GB RAM
Geforce GTX 960
AMD 8350 8cpus 4ghz
Power supply 700w

Temps around 65c
When it happens, my system monitor reports CPU @ 100%

Doesn't matter what I'm playing. Even at low quality graphics settings. Doesn't matter if it's a high action scene or not, i get from 150-200 fps to 5-10, in lasts 5-10 seconds, and Repeats every 4 to 5 minutes.
I get this in all games, LOL, overwatch, minecraft.

thanks for all the help.

I used to have a 8350 few years back, faced the same problem. AMD old processors per core performance is very poor and most of the games use single core to the max. Try playing games that use multi core and see the difference.

I am sure your AMD is under performing.

Open task manager on a second monitor while playing, or play in windowed. In task manager, click on the processes tab, and click on CPU so that the highest number is on top (ignore System Idle Process if you see it). When your CPU goes to 100%, you should hopefully see a new program on top using a lot of CPU usage. Try to see what program that is while you're playing.

Report back :)
