Old Build: M5A97 MemOK Led flashing, no display,

So I have a old build here that i'm trying to getting running again. When i turn it on the MemOK led flashes red and doesn't stop. also theirs no display or post.

I've already tried a new cpu that just came in today. tried putting the ram in a different slot. used a different video card. cleared cmos.
I am out of ideas here.

Specs
Motherboard: M5A97
PSU: ATX IB680W
Video Card: GTX 570
Ram: G Skill Sniper DDR3
CPU: was a FX-4100 but now have a FX-4300.

Review of APEVIA ICEBERG ATX-IB680W-BL when it was called Aspire Beast 680 basically the same PSU.

Looks like a low grade power supply with most wattage on +3.3V and +5V and not enough on +12v. You would be lucky if it could power up a GTX 570 which requires a minimum of 550 watts. Review of power supply concludes "NOT a 680W! Very deceptive. A 550W at best."

If you have memory problem, MemOK Led flashing, I suggest you list memory part number or link to the memory.
