Can't get past 'Starting Windows'. I believe it's connected to video cards and drivers.

Something happened to PC while I was away doing something, I came back to my pc restarting and saying that an error occured and if I want to start normally or in safe mode, I click start normally but PC as soon as I see the Windows logo, screen freezes on it. I restart once again, PC tells me to try and repair the error, I give that a try -> nothing happens. Pc works fine in safe mode. I read and try stuff on the internet for 1-2 hours and then decide to completely reinstall windows. Everything works fine and dandy on new windows untill I decide to install Nvidia drivers for my card, as soon as I install them and restart, the same thing happens. I decide to pull out video card and check if the PC is gonna work with the CPU internal GPU -> everything works out fine so I delete the Nvidia driver, download a 1-2 months old driver and restart the PC. Afterwards PC works ok until I install the older driver and as soon as I restart the problems continues again. Is my GPU dead and gone? The GPU is Nvidia GTX 780. The error that appears after a failed start on safe mode is 'Blue Screen BCCode 116'. Thanks in advance.
 
From a fast search I did, I found that your error is related with your GPU. It means that it's either overheating, too much OC'd or is dying.
You can monitor the temps and if they seem ok, then underclock it. If it works with underclock, it means it's dying. If you have done OC, turn it back to normal clocks.

I haven't OC-ed it so that can't be the problem, however I believe the video card is some special OC-ed edition. Can I underclock it? Also how am I supposed to test the temperature when I can't really run it since the windows doesn't start when the drivers are installed? It only works before I install drivers. Does that means it's dying?
