PC powered off randomly, now USB ports and monitor display aren't working

So yesterday I was playing a game on steam when my computer randomly turned off completely. I thought the power went out or something, but when I hit the power button to power my computer back on, the computer will start along with all the fans and LED's coming on but the front/backport USB ports do not work (mouse, keyboard, etc. not being recognized at all) and there is no display to the monitor. I have tried resetting the battery, taking out the RAM sticks and trying to power it on with only 1 or with them in different slots, ive taken out the video card and tried to boot it with the same results, and I have tried resetting the CPU and I basically took the thing apart and put it back together. I do not think it is the mobo or cpu, but it might be a bad PSU or something. Specs are : EVGA 970 GTX, 2x 4gb RAM (kingston), EVGA 500 W psu, AMD FX 4350 4.2ghz. Need help fast, Thanks!
Forgot to mention that since it randomly turned off, whenever I try to start my pc the GPU fan also is acting weird now, powering on and off every 5-10 seconds. I should also note that whenever I plug in a usb, it will turn on for about 1/4 of a second before turning back off. This occurs with both the front panel USB ports and the back panel ones.
