Underperforming "High-end" PC

Hello,

I built a PC some years ago, and last year I added a new graphics card. Didn't use it at all because I was busy with my work. The thing is, on this vacations I wanted to play videogames, and I can't even run a 2012 game(Wolfenstein: The new order) at 4k ultra without being under 60fps.

Can you help me finding the problem?

My specs are:

GeForce GTX 1080 Founders Edition
Intel Core i7-4790 CPU @ 3.60GHz
15.89GB RAM
Mini ATX Gigabyte GA-H81-MH
Cheap 600W Power Supply
1 TB HDD

First things first, I would not trust a cheap PSU, too much at stake, especially in your case

Also, the 1080 isn't for ultra 4k gaming, it's for ultra 2k gaming. the 1080ti handles 4k at high settings, but right now there isn't a card out there that can hit ultra in everything at 4k, kind of like how Crysis was when it came out.
