60 Euro Titan

i found a titan for 60 euros but the owner said it has artifacts dont really know what that means also im on a budget there a possability to fix the gpu? and is it worth buying?

As in it won't work
As in this is for sale to someone looking for the rest of the "GPU"...the fans, maybe
As in...if you have to ask the question "cant i fix it", you probably can't.

It is 60EUR for a reason.
It is broken.

but its not that broken and it runs the games like it supposed to run with good fps its just the graphics like some dots on the screen pic: http://www.part.lt/perziura/2f49dc62e877e78bc0dfc98808fbea369.jpg it doesnt even look that bad i dont really mind the graphics i spent my 4 years gaming on an athlon 5350 and an amd r7 240 are you really sure i should buy it? cant i play with the dots on the screen?

It's a dying GPU. It's a matter of time before it completely dies on you and you are left without your 60€
