New machine won't power up normally

This issue is really puzzling me. I'm trying to get a mostly new setup going, I've been strictly complying with the user guides and I'm reasonably sure everything has been set up the way it should be. The motherboard is a brand new Asus Prime Z270-AR housing an equally new i7-6700K CPU. I took the PSU, a Corsair CX750w, from my current PC, as well as a GTX 760 (temporarily) and a Seagate 1TB hard drive into the new build. Problem is, I can't get the thing to power up under normal means. Power LED lights up as soon as it's plugged, but neither pressing the power button or the motherboard's own power switch does anything, no boot, POST or spinning fans. We were able to get a seemingly normal boot by shorting the green wire in the 24-pin connector, indicating that the usual methods are just not getting the PSU to supply the system. Should I suspect a motherboard defect? I've heard of motherboards refusing to power up in order to prevent electrical damage but its user guide only mentions the jumpers and connectors should be checked again. What else should I be looking for?
 
If build booted fine when you shorted wires on PSU, that means all cables are connected properly (except maybe power switch from case, but since power button on motherboard does not work too, it does not matter). Which leads to only one conclusion - motherboard is faulty.

Thanks for the confirmation on that. I think I'll short the connector one more time to be completely sure the other components are in order before I contact Asus.

I've discovered it's actually most likely something with the PSU, as now it's failing to power up my current PC, the one it was originally hooked to, in the exact same manner. Had to salvage another unit from a times-old machine to get it running again. Apparently I shouldn't be surprised by that given the Corsair CX series' poor reputation.
