Computer keeps shutting off

My computer randomly crashed the other day without explanation. When I tried to boot it back on it would turn on and off rapidly. I tried to troubleshoot and ended up getting. New motherboard battery thinking that was the problem but the problem still occurs. The weirdest thing about it is when I took out my gpu and tried to boot up without it it would work but when I plugged it back in the same problem kept happening. I think it may be the motherboard but idk at this point.
As a side note I have unplugged and replugged in everything in to make sure it wasn't a problem with a wire falling out also to my knowledge I don't see any broken wires or signs of a fringed wire.

Specs:

GPU gtx 950

CPU pentium g3258 overclocled from 3.2ghz to 4.5ghz

PSU 700wt EVGA

Motherboard: Intel Z97

Either the PSU or gtx950 has problem. 1) You can try the gtx950 in other PC to make sure it works or not. 2) use onboard iGPU boot into the BIOS, in hardware monitor section, check the +3.3V, +5V, and +12V. You want to see those voltages are within +/- 5% range. If they are the PSU is fine, if they are not, the PSU has problem.

Also you oc the g3258, may change it back to 3.2ghz to see the PC runs fine or not.

Ok so you don't think it could be a motherboard issue thats what I'm worried about. I will check the power supply and the graphics card soon
