99° celcius cpu on Windows login screen

My pc has been working properly for the past year, I recently formatted and cleaned the pc completely and everything was fine but today when I turned it on, my CPU fans went to 2500 rpm and temp at 99 for no reason what so ever, I already removed the cooler and CPU removed the thermal paste and reapplied, motherboard MSI z97 gaming 5, an Intel core I5 from 2016 or so and a Corsair H100i V2 for water cooling system which has less than 1 year since I bought it I'll edit better once I reconnect my pc as am on my phone e right now but any ideas on what's causing this? I also resetted the Uefi settings to default although I have not done any kind of change at all but just in case
 
Solution
I'd start by re-cleaning the thermal paste off of it, reapplying the minimal amount and reseating the cooler. Check to make sure both sets of fans are working. It's possible to be cleaning and just nudge a fan power header off too. Double check that in cleaning the radiator, you didn't blow dust into it and clog it. Other than that, as was said above.

i have considered that as a posibility but the temp on the pump and the airflow from the fans are fine, and on feeling the pump actually working well i feel a flow when i put my hand on the tubes
