I plan on building a computer next year but I'm planning out the parts I'll buy early on so that I can get an idea on what components I can afford. (Currently my budget for the computer is around $650).These are the parts that I picked so far, and please read the explanations before bashing my decisions.

CPU: Ryzen 5 1400 [$170]
-I watched some videos on YouTube and from what I saw, this CPU is average for gaming but good for stuff like video-editing. I plan on recording and streaming btw.
Tell me if there's a better CPU than this.

GPU: GTX 980 Ti [Around $250] [Read the explanation]
-I know that you'll think it's impossible to buy a 980 Ti for this price. But I saw a listing on eBay, and one on craigslist, selling one for around this price. I know that it's very rare to find a 980 Ti at this price, but I'm willing to wait until there's one again.
My budget for a graphics card is $250 so if you have a better suggestion, say it.

MOBO: Something that costs [$70]
-This is the cheapest price for a Ryzen motherboard I found.

RAM: Something 8GB [$50]
-I know that RAM prices are going up, but $50 is still my budget for a 8GB dim of RAM.

HDD: WD 1TB [$50]
-Average HDD

Case: Something that comes with 3 fans i.e DiYPC Zondda [$35]
-I think there's other PC cases that comes with 3 free case fans, but this is the one I came to my mind. Feel free to tell me cases for $35 that comes with 3 fans.

PSU: 500W PSU from a reputable brand [$50]
-Average price for a PSU, I think.

If you have a better suggestion for a part, I'll be more than happy to read it.
Thanks :D

Solution
Ask this next year, if you are looking at used parts like for the video card, prices change all the time as well as new product announcements.

Never ever trust a PSU even if it's a reputable brand without checking this list (http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html) Reputable brands like even Corsair or EVGA reach Tier 4, so make sure you read the list.

I didn't know that 980 Ti needs 600w for power, I'll be sure to remember that!
