Ryzen 7 1700X takes ages to boot up or display to post.

This has three parts to it.
1.So today I bought the Ryzen 7 1700x chip and tried booting it up but it either takes a long time or doesn't boot at all.While it boots up it goes straight to the windows login and I can't even access my bios.
Specs
Cpu-Ryzen 1700x
Mobo-Msi x370 sli plus
Cooler-Corsair hd60 water
Ram Gs kill ripjaws v 2×(4gb)
Psu-Evga 750W Gold
Gpu-Sapphire stock Rx480/Red Devil powercolor rx570/Rx580(I tried each one separately and two at a time)
Hdd-7200 rpm 1Tb WD
While booting up it shows the CPU debug then vga debug and then constantly shows the gpu led light on.I tried refitting all the parts and components i have the same issue.


Previous build
Cpu-Fx 6300
Mobo-Gigabyte ga970-ud3p
Cooler-Hyper 212 Evo
Ram-Ballistic 2×(8)
Psu-same as above/Evga 430W
Gpu-Any
Hdd-Same as above.

2.After I had removed the previous build I forgot to format my hdd and let the Ryzen boot up with the previous windows as I didn't have a spare hdd.Is my motherboard dead because of that or is it a gpu thing?
3.I tried booting up my previous system but I didn't have a spare hdd therefore I used the same one with windows 10 from Ryzen installed now my fx6300 won't boot up.It crashes after booting with no post.
I dont know what the problem is and now i have two almost complete builds which wont boot up.

The problem started after i updated my bios and drivers.I cant enter the bios after i updated it.It takes a long time to boot up and when it does it goes straight to the windows lockscreen.

In the little time i could use my computer i updated everything setup some games to check out performance.Gta 5 was at 120 fps average but at times it went downs to like 10 fps(i had already updated all drivers).I dont know if my cpu has issues or if it is my gpu.
Went it boots up first cpu debug light comes on then vga debug light and then solid gpu led.
I tried booting up multiple times and it showed the bios debug a few times.

dont worry about that little red light up by the CPU fan header, thats normal for that to be on, ive heard 2 things about that light, one mod on the MSI website told me it means no igpu, meaning theres no onboard graphics, and another told me it means system OK as it only comes on after all the other lights have gone out, either way, you cant switch it off, they are looking to add an option to turn the light off in future bios updates.

Have you tried clearing the bios using the jumper on the motherboard ?

I have tried clearing it still nothing.
I tried booting it up right now a few times,it shows only the cpu debug light I think there is something wrong with the CPU.

I clean installed windows,its still the same.Im replacing the cpu im guessing the cpu is defective because only the cpu debug light is active.Ill choose your answer as solution i guess it was the cpu messing with the mobo all along.
