No its not covered by the warranty, the way they see it, is it didnt leave the factory like that, so thats end user damage.
however, you can straighten them yourself, you've just got to be careful about it, use a pin or some tweezers and a magnifying glass, be very careful as they are easy to snap off, they dont need to be perfect, just as straight as you can get them without moveing them about too much.

Yes, this can easily be the cause of why your PC is malfunctioning. This is also a great reason why Intel decided the pins should be on the socket and not the CPU; all the warranty claims they no longer have to deal with!
