Budget CPU For Streaming on Twitch; Need Suggestions

Just bought a new budget PC for about $500. Interested to stream League of Legends
on twitch.tv in 720p 60fps minimum. I would appreciate some feedback to whether my CPU can handle streaming. If not, I'd prefer CPU suggestions! Any input on this build is welcome as well. Thanks.

MOBO: AMD Socket FM2+ Micro ATX
CPU: AMD Athlon X4 860K
GPU: Nvidia GTX 1050ti
RAM: 8GB DDR3 1600 MHZ
PSU: 480 Watt Peak High Efficiency ATX
HDD: 320 GB Western Digital Blue / Toshiba / Seagate 7200 RPM SATA

Get a ryzen r5 + b350 motherboard + 8 or more gb of ddr4. Streaming on that cpu is not going to be good.

He asked for suggestions and this is what I suggest. I can't help it that he decided to buy into a dead socket and have a cpu that already struggles in games.

Yes I haven't tried yet. I'm fairly new to PC hardware so I'm not familiar with why I'd need to also upgrade RAM and the MB along with CPU. What would happen if I keep the same MB but just replace the CPU?
