My CPU and GPU are never at 100

So I have a problem with both my gpu and cpu since when im gaming they always stay between 50 and 60% usage. This means that I am not getting the fps that I should be getting. I also get fps drops. Since I am using a msi laptop I can overclock my gpu but when I overclock it the usage of the gpu lowers.
PC Specs
Gtx 1070
i7-7000HQ
256sss and 1gb hhd
16gb ram
Windows 10

is there one or two individual cores at max usage? this is very likely why you don't see your cpu at 100% usage but its because the game/s doesn't use multi cores which is common. your cpu is very likely still the limiting factor just because of the way game makes program games.....this is why amds that have more cores still get beat by single/duel core cpus of intel's that are more efficient in running games. or even changing from a 2 core to 4 core intel makes very little difference.

How do I check if there are 1or 2 cores at max usage.

Dood I think I found out that my cpu is the problem since I just played Battlegrounds and my gpu usage was between 90% and a 100% the whole time while my cpu usage was under 50% the whole time how can I fix this.

Okay I just checked each individual core on Task Manager and all of them are working all 8 cores.
