Better FPS with higher graphics settings. Bottleneck?

So I have played Battlefield 1 with higher resolution scaling because it actually improves my FPS. I have bumped it up to about 130-150% which makes me able to be at 60+ FPS in non-intense situations. But when I turn the settings down the FPS goes sub 60. And I wonder, what is the cause of this? Shouldn't lower graphics settings yield higher FPS, or am I missing something?
My specs:
CPU: Intel Core i5-4570 @ 3.20 GHz
GPU: AMD Radeon R9 390x
RAM: 16GB DDR3 RAM 1600MHz
MOBO: ASUS Z97-A

According to PCGamer, the minimum spec for Battlefield 1 is an i5 6600K, so it may be about time to hop up to something stronger. The recommended spec is an i7 4790, which is on the 1150 socket. I don't know if it would fix all the stuttering, but it ought to help.

The raw throughput of the 390x is supposed to be designed for higher resolution gaming, so my best guess would be that running with the scaled resolution is allowing it to stretch its legs a little more and eek out a little more performance.

Do you think upgrading the CPU will make the game less stuttery since the CPU usage is at 100% when the stuttering occurs?
