Is it worth buying an aftermarket CPU cooler?

I am going to buy a ryzen 1600 and was curios if I could overclock it well with the stock cooler it comes with or if I will need to buy an aftermarket cooler. I want to try and hit 3.9ghz on it.

problem with the Cryorig: Availability. while you can get it fairly easy in the US for 35-45$, the rest of the world is sometimes a bit tricky.

if the H5 isn't easily accessible to you:
