New CPU Won't Boot

I tried upgrading my AMD A4-7300 to an Athlon X4 860k, but when I install the new processor the computer won't boot. When I reinstall the old processor, that still works fine. I manually tested my power supply with a multimeter, and it seems to check out fine. I removed all non-essential hardware to minimize power draw when booting with the new processor. Tried a CMOS reset before booting with the new processor.
Basically my questions are: is receiving a DOA processor feasible, and is there anything else I can do to confirm that the processor is the problem? Rather not go through the hassle of exchanging it, only to have a new one also not work.

600w power supply
A78M-E45 Mobo
Radeon R7 360 graphics
8gb DDR3
120GB SSD
That and a couple case fans is about all I have hooked up right now

Update the bios to the latest version and try again: https://www.msi.com/Motherboard/support/A78M-E45.html#support_download
