Yes it could. The LC Power Silent Giant 550W provides a total of 450W (37.5A) at the combined +12V rails, and has 1x 6-pin and 1x 8-pin PCIE power connectors.
The GTX 1060-3GB only draws ~120W or less, while the i5-7400 only draws ~65W or less. Combined total draw of CPU + GPU is ~185W or less at the +12V rail. You still have more than 250W of headroom for your other components.
Quality-wise, though, that PSU is not the best out there.
