Motherboard not detecting external hard disk through usb

My PC won't detect external drives. Earlier I bought a WD passport ultra 1TB. It detected in the device manager but disk management will hang and couldn't work and so as the explorer. I have been facing the problem recently. The drive worked fine on other PCs. Then I bought Seagate slim external hard disk 1TB. As soon as I plug the drive in the usb ports light flashes but the drive is not detected either by the device manager or the disk management. Even bios won't list the it as an external drive. I tried all the usb ports (back and front) I tried uninstalling drivers and reinstalling the drives. I tried installing linux on my system but system is not able to detect the external drives. I have tried reinstalling the windows 10 OS.

WD or Seagate.

System config is
Motherboard: Gigabyte 990XA- UD3 rev 1

Hi Sorry for late reply. Yes, Other usb devices seem to work fine. USB flash drive, mouse, and keyboards are working fine. I am able to charge my phone from usb ports. The problem is with external disk drives.
I also updated my BIOS and I am using latest chipset drivers.
 


Contact the motherboard vendor, chances are there is an issue with the power going through them. Did you test both front and rear ports? Do the enclosures have an optional power plug you can try with them?
