PC not turning off after being shut down

Hiya, I have a bit of a weird issue with my PC. It's an upgraded dell optiplex 390 MT and I'm very pleased with it. However when I click "shut down" to turn the PC off, the screen turns off, as you would expect but all the fans keep spinning and the hard drive is still active. The only why I can turn the PC off is by holding the power button. I've checked the power options and everything is normal so I'm not sure what's wrong. Can anyone help?

Dell motherboard
8GB ram
EVGA GTX 960
1TB HDD
430W EVGA PSU
Windows 10 pro 64 bit

Hello... There is 'back ground" activity always with a 'default" OS/APP install... as a "simple test" disconnect your internet cable/connection before a shut attempt... wait a bit/minute and then do the OS 'shut down" ...any changes?

I have. Everything is as it should be as far as task manager is concerned and there are no programs left open in windows
