How do I fix stuttering on every game?

Hi
When I play any game I get stuttering, what is this caused by?
My harddrive is extremely slow (SATA 3.0,5400RPM) which I think is causing the stuttering.
Is this the problem my harddrive or could it be something else?
The stuttering im getting btw is sudden drops to like 10 fps then back to 60fps etc in a split second, sometimes I get really bad and my game freezes.
Specs:
Gtx 1060 6gb
I5 4460
Seagate something 5400rpm 3.0gb/s

The temperatures on both my cpu and gpu are very good with my cpu maxing out at around 60 degrees Celsius on most games I play and gpu around 70 degrees Celsius.
I dont get any throttling either.

That reading should never be below 12V. Never. Even before you enter Windows most PC's have a health monitor within the BIOS which shows voltages and other info. The 12V there should never be below 12V. In BIOS, in Windows, in game......

I can go in my BIOS and see

If that was under 12V I would be on the horn with EVGA starting a RMA process.


You mentioned your temps are fine. What about your CPU and GPU loads?

shows my CPU and GPU loads. If you're using MSI Afterburner you can set it to display those values in addition to your temps.

Which PSU do you have?

What about your power options? Windows should be High performance. Nvidia should be Prefer maximum performance within the 3D settings section.

Do the FPS drops happen at rtandom times or do they happen when there is a lot of things happening? In other words does the crash happen during times where your CPU and GPU would be under a heavy load?

Its not online lagg its frame stuttering in even single player only games, I have a 550w 80+ bronze psu
My loads on gpu bound games are 99%
cpu around 70% depends its different for every game, only arma 3 has pushed my cpu to 100%

I have windows 10 on high performance and nvidia 3d settings at prefer maximum performance and it never made a difference when I tried 3 months ago I did keep it at those tho.

The stuttering happenes constantly every 5-10 seconds even when its in the least intense sections, even in menus before I click continue on a single player game for instance.

It would be awesome if you guys posted further solutions here Ill respond tomorrow its currently almost 11 pm here in South Africa and im going to sleep now.
 


Just an FYI. There is an update button within your posted reply/question.

Do you have HwMonitor and Hwinfo? What do they and your BIOS say about your PSU's voltage? Specifically you're looking for the +12V value. It might just say 12V system voltage. 12.091? Good. 12.360 a little high. 11.701? Bad.

The 4460 is the weakest link.

How much RAM do you have?
 
Hello... Typically you want +12Vdc or slightly more for your CPU and Video card needs... you are showing ~0.1 volt low, from the APP readings... How old is your Power supply? ( most power supplies are adjustable within them )

Run the bench mark I suggested and we will get a "total system" performance assessment. B )

:D You're welcome. Please let us know when you install your new PSU. While it may seem like the cause there is always the human factor. I could be wrong. See, once back in 1982 I was wrong. Yesterday could have been the second time. But seriously I like to see these go from help to thank you and finally it's fixed!
