I've been having this issue for a good while now and it is really making me frustrated. Basically I boot up a game and play just like I normally would for a few minutes until it drops from a solid 60fps to a mere 12-15fps and will stay at 12-15 until I alt + tab out of the game and back in. Solid 60 again. I have to repeat this every few minutes. I've done some research on this issue before and any of the solutions I found such as uninstalling/reinstalling graphics drivers and tweaking registry settings didn't work for me sadly.
From what I've discovered I believe it most likely has to do with my graphics drivers because I've had a couple games crash to the desktop sometimes and an error message will display saying that graphics driver has crashed and has recovered.
To further explain Overwatch, CSGO, DOOM, and quite a few other games run just fine, but the games that have this issue are Witcher 3, Rust (this runs god awful now), Skyrim, Fallout 4, and a few others.
