Graphics card fan not spinning and no display

I just bought this graphics card brand new and the fan doesn't spin and it doesnt sow any display but it lights up. Its a Nivida GeForce GTX 280 and I have a 450WW PSU

are you sure is new?

about the gpu itself, sis you connected the 8 pin power connector it requires? from the psu?

Nope, so it looks like I need it Lmao and that broke off my PSU a while back imma go buy a adatper from 4 pin to 8 pin
