Does CPU setting affect performance?

I wanted to know if the way I set my CPU affects my FPS. (when I set it on the mother board it was hard to push down). My fps also drops in game when having a YT video open on another monitor. The memory on task manager is at 47% with just 6 tabs open. I have a decent build and I don't think this should be happening.

i5-6500
GTX 1060 6gb
8gb DDR4

No either you break it and it won't work at all or give you errors all the time or it's working as it should.
Getting FPS drops while watching a video is normal if the game can use all available CPU power for itself.
Check in the browser if hardware acceleration is turned on that way videos will be played through the gpu with a lott less cpu usage.
