As dumb as this may sound, my GTX 780ti waterblock looks like it will fit my GTX 1070 perfectly all of the screws line up and compared to the images of the EK 1070 waterblock they are identical, the only difference is my GTX 780ti waterblock has a larger area to cool the center of the GPU and has a wider area to cool the VRAM. I want to hopefully save $125 but before testing I wanted to have a second opinion.

My opinion is that you can give it a try if you have one on your own right now. In worst case your pc will shut off. But you do it on your own risk. In my opinion it's not worth it and every card is different so they have different watter blocks for each card. You can save 125 dollars but burn a 400 dollar card. :)
