FPS Drops on good computer

I have been playing csgo for about 5 months and now all of the sudden I am getting fps drops every 15-20 seconds. If you have any idea on how to fix this or can help me please let me know.
My PC:
GPU: Geforce Gtx 960 2gb
CPU: intel i5 4460
Ram: 8gb ddr3
PSU: XFX 550w
Motherboard: Asus b85m-g
HDD: 1 tb Western Blue 7200 rpm

cpu and gpu usage look fine. assuming you were only playing for the latter portion of the graph and using 44%
as there is a long portion of next to no gpu usage in the middle...

have you have any windows updates recently?
https://www.safer-networking.org/spybot-anti-beacon/ install and run this is will stop your system contacting microsoft every time you hit a key on your keyboard and reduce your internet traffic due to reduced telemetry tracking.
turn off cortana

connect to a server that has lower than 150 ping and see if theres any improvements.
