Additional Comments:Already have 8gb of ddr3 ram and a 256gb ssd and cpu cooler hyper 212evo from another rig so that can be takin out of the budget.

And Most Importantly, Why Are You Upgrading: Making a new system with my friend so he can play pc games.

Not sure where you have been, but pretty much every single motherboard these day uses DDR4 RAM now (please don't see this as an insult or anything, no offense!)
256 GB SSD is is a great addition for the build, but storing games and essential programs only 256GB won't be enough. just go with the 1TB, if you're REALLY short on budget you can move down to a 500GB HDD, but the price difference is just worth it and you get double of the capacity too.

Update: Just in case if you wanted to know the difference between DDR3 and DDR4, so here's a...

You can do some LIGHT streaming with this, at this price point you won't be able to afford a hard streaming and gaming machine, about gaming i'm sure you can do quite stable 1080p gaming, keep in mind that the upgradability won't be much, here's some parts that you can replace/add in the future
1. Upgrade up to Kaby Lake I7s
2. Adding up to 16 GB of ram/ Replace for 32GB of ram
3. ***Replacing for new VGA***
The reason that I chose 1060 3GB is, the price difference from the 1050ti is not that big, lose 1GB of VRAM but the performance on 1080p gaming will be better, I sure you can bump up the setting to very-high or ultra for 45-50ish FPS which is playable.
Like I said the price point you want to spend of this thing can afford you a decent 1080p gaming machine, for streaming you won't get much just some light streaming won't stress the pc too much.
***This build is Micro-ATX, the mobo I chose has only 2 DIMM slots and only support up to 32GB of ram, in the future 32 GB is enough for some bigger load of streaming, Micro-ATX is usually what I prefer not sure about you though,***

Thanks for the build .I was thinking i could use the parts i have from an old rig 8gb of ddr3 ram ,256 gb ssd to save money .Would i be beter of tossing the ram for ddr4 and cut my losses there?

Update: Just in case if you wanted to know the difference between DDR3 and DDR4, so here's a short one. DDR4 memories have far different design from DDR3. DDR4 have 288 pins architecture and that of DDR3 have 240 pin. Some differences include: Clock Speed, Voltage and Higher Data Rates.
