Low CPU usage is abnormal?

Hey everyone,
So recently I bought the Ryzen 5 1600 for some sick gaming fun times. I have had my RX 480 Nitro+ 8GB for a while, and decided to pair it with that. From what I have heard, a good combo and neither should bottleneck each other. But today I got MSI Afterburner just to take a look and I saw that my RX 480 was running at 100% constantly and my CPU at 15%! This is strange because games still perform fine but by the looks of things should still do a little bit better, and I do get stutters every now and then.

How do you know that your computer under performing? You could try to find benchmark on youtube with same system spec and try to compare. Just make sure that all spec the same.
Also when u play BF1 open your task manager and check you RAM usage, if it too high then its normal to have micro stutter. Do the same with GTA 5.

It depends on the game. Some games are GPU bound (like whatever it is you are playing) and some are CPU bound. If you are getting low FPS and constant stutters then there might be a problem, but since GPU use is maxed, it means it is getting everything it needs to render as fast as it can.

That's true, but I've noticed that my computer actually is under performing and should be getting at least 10 more fps on all the games I'm playing. I'm not really sure what to do.

Yeah, I will have a look at that but I saw benchmarks for BF1 and he was getting about 90-100 fps and I get 80...
