Stuttering on the new RX 580.

I've recently purchased the RX 580 GPU.

I've tested many games using the RX 580, and the performance was somewhat unsatisfying for me. I have a friend that has:
Processor: i5 6402p
GPU: RX 480 (4 GB)
RAM: 8 GB of DDR 4
MOBO: MSI B150
PSU: 600 watt
All the games he played on the pc is smooth, constant 60 fps on any settings you can mention. Mine was different.
I have:
Processor: i7 4770
RAM: 16 GB DDR3
GPU: RX 580 (8 GB)
MOBO: G1 Gaming Sniper B6
PSU: CX 500.
As you can see i've the better specs overall. So why am i getting stuttering in most games? for example. He gets constant 60 fps in fallout 4 in Ultra. I've tested my PC for Ultra settings and get rough fps. Stuttering, 60 fps then it drops to the 40s and then 30s even and goes back up. Why is this?
 
Solution
Google DDU and do a wipe and reinstall of gpu drivers. Upgrading gpu's can cause issues with drivers and completely removing and reinstalling is a good place to start.

If the problem persists use a program like MSI afterburner to monitor the pc while gaming. Then revise for any cpu cores hitting 100% or the gpu hitting 100%, this should point us in the right direction of the problem.

Yes, i have the latest version which is version 17.6.2 i believe. And there aren't that many process running in the background except for torrent and everything else is pretty necessary.

I ended the torrent running using the task manager and it only boosts 3-4 fps at max. So this couldn't be the cause.

How do you "revise" for any CPU cores to hit 100%? Sorry for the late reply.
