Single beep, and keep restarting on ASRock B85M-HDS

Hi, i can't start my pc (sometimes).
My PC keep restarting when it power up (when the light indicator on DVD and case turned on) and giving single beep, then restarting, then silent, then restarting, then giving beep, and keep going like that. I can't get into BIOS since the monitor is just black.

But the wonder is that after i shake my PC, the incident got resolved, and i can use my PC again. I've checked the cables and sockets but i can't find anything loose, and i've checked for some dust but there's no issue. Also, the problem mostly occurred after power outage / blackout while my PC turned off. So the only thing i can think is the PSU, but i don't know why. Is there something i can do to check it? What does this single beep means?

I've read some forum and they said about DRAM or something and something about "unclean power surge from last boot", but i don't think shaking my PC can resolve both problem.

Edit : I forgot to mention that this has occurred with and without GPU

Hello... typically re-starts mean the BIO's is trying to find a "good" communications setting for the RAM to the memory controller... B /

1) remove your RAM sticks and give the Gold connectors on them a cleaning with some rubbing alcohol and cotton swab... re-insert them into the proper slots on the MB... and try a re-boot.

So is it the RAM slot? I rarely remove my RAM so i don't know if any dust can get in but, i'll try clean it later, thank you.
