What's the cheapest CPU/Mobo combo that has 16X16X8 PCIe for rendering for Intel/AMD?

I would like to build a rendering machine with three GTX 1070s, but I don't know what CPU and motherboard to use yet. I would like to spend the least possible in the CPU and motherboard, but still have nice performance. Which CPU and motherboard do you recommend?

Rendering doesn't saturate pcie to need this. It actually uses very little. You could go with a 7700k and most any z270 has 8/8/4.

Do you think that I can get the same performance from a z97 motherboard? I actually have a i7 4790K but my actual motherboard only runs at 8/8/2.

I see no reason to upgrade and it should be the same performance wise for gpu rendering. Just check usage of all components. What mobo? There shouldn't be a x2.

ASUS Z97-A/USB 3.1 - I found out that the third PCIe slot shares bandwidth with the USB 3.1 port, but the USB port can't be disabled in the Bios to improve PCIe speed so it must be used at 2X speed. I read from another post a while ago that X2 will be too slow to get desirable performance from the third video card in rendering. Do you still think that is wrong?
