Will upgrading my PC setup improve skill? (Specs Bellow)

Right now I play games on this PC


CPU: Intel Core2 Duo E8400
GPU: Intel Q45/Q43 Express Chipset
HDD: Samsung HD161GJ 160GB
RAM:4gb of DDR2 (Unknown Brand)
PC: HP Compaq 8000 Elite CMT PC

Total Cost = 25 Not including OS
Average fps on CS:GO Low Settings 4:3 Resolution = 10-30

Question - Will this affect my skill in playing video games such as CS:GO and Overwatch?

Having a better computer won't automatically improve your skills. What it will do is make the games much more responsive so you can react to things quicker. You can also play at higher resolutions which can make it easier to spot things assuming you have a monitor that is capable of displaying higher resolutions. I imagine trying to run CS:GO or Overwatch on that ancient Intel integrated graphics chipset was not a great experience and you'd be getting only barely playable framerates eg. 25-30FPS at something like 800x600. The new build you propose would easily get you 60FPS at 1080p resolution, you'd even be able to go beyond 60FPS if you have a monitor with a higher refresh rate.
