Stuck on Asus BIOS splash screen

Today, I tried to boot my PC that I built a couple of years ago. Turned my PC on, went past BIOS and selected my Windows drive from my boot menu. The boot took a bit longer than usual (was stuck on a black screen for some time), but I eventually got to the Windows login screen. Here's where the problems began; I wasn't able to do anything. Couldn't move my mouse, couldn't input my password, nothing. The time in the corner changed though, so I assumed that there was something wrong with my USB ports. I rebooted, hoping for things to start working.

No change.

What made this even weirder is the fact that my keyboard worked fine in the boot menu. I was able to select Windows using my keyboard without any issues, and yet the it didn't work in Windows. I proceeded to try out my keyboard by booting into Ubuntu, and lo and behold, it worked along with everything else. I used this opportunity to look up online what might be wrong with Windows, found a solution that looked logical (booting with devices unplugged) and proceeded to reboot.

However, the reboot was taking quite long. I waited several minutes, after which an error popped up (which I didn't write down). Nothing happened for some time, so I assumed it was safe to just power down my PC by holding down the power button. After this I tried to power on my PC and...

I was stuck.

My PC booted into the Asus BIOS splash screen, and it just stayed there. I tried entering the BIOS but that didn't work. Disconnected my HDD and SSD, no results. Tried rebooting several times, still no change.

Honestly, I'm really stuck with this problem, and searching didn't bring up any relevant solutions. Any ideas on what the cause of all this could be? My only guess is that my motherboard is dying.

I have a Dell Optiplex at work. At one point a couple of years ago, my keyboard stopped working. The numlock LED would be on, but I couldn't log in Windows, and yet it worked fine in the BIOS. I eventually found what the problem was and it had nothing to do with the BIOS, or the keyboard; the power button on the computer case was halfway inserted. When I pushed the power button to turn on the computer, I pushed on the side of the button instead of dead center, and the button wouldn't release fully. I pushed the button to power off and pushed it again, in the center this time, and everything...

Over the past 2 years, this has happened a handful of times and for sure, every time, it was because I didn't push the power button "correctly". Crazy eh? Ever heard of the story of a mouse not working because the printer wasn't turned on? That was 15-20 years ago mind you but you get the idea. Sometime it's just stupid little things that seemingly have no relationship.
