So If I Have (I don't have it yet) A 2016 HP 6300 Pro With 16gb of DDR3 ram a Intel Core i5 Quad Core Processor up to 3.6GHz and a Intel HD Graphics 2500 I'm Not like a hardcore gammer I just wanna play Games like Rust With no lag I just wanna know If Need To upgrade the Intel HD Graphics 2500 to make it play really smoothly.

If you absolutely can't go above $80, then there are GT 1030s.
I'd still try to swing the RX 460 if you can, but that is the lowest priced option that'd still work somewhat well. Just expect compromises.
For gaming, without a real video card you will not be able to run anything on that unless it's an older game or a very easy to run game.
If you get the 6300 tower system, you can install a video card in it. nVidia 1050 should run in that system, as will an AMD RX 460, RX 550, or nvidia 1030.

It looks like the PC is a slim tower with half-height access only for any expansion cards. You should be looking for low profile cards if you want to play games like Rust smoothly. Something like this RX 460 or this GTX 1050TI are going to be more up your alley. I'd go with the RX 460 as it is a better price albeit a little slower, but the 1050Ti is still an option.
