Will lowering the In game Graphics reduce the bottleneck caused by GPU

Now this is just a question I have....if someone has an i7 or i5 processor with a weak GPU can the GPU bottleneck can be reduced by Reducing the in game graphics....I researched about this bottleneck n came to conclusion that if cpu is bottlenecking then it will not let GPU use its 100% and vice versa in case of GPU bottlenecking....but what I want to known that if we can lower the graphics in game then will it lower the graphics usage and put pressure on cpu therefore letting cpu use its 100% capability and reduce bottlenecking

You can get smoother gameplay by lowering settings and resolution.

You cant reduce the bottleneck by reducing settings for GPU. No matter what the CPU will not be able to be pushed to its potential because of the GPU (either because the GPU cant process the game, or because you had to dial the settings way back).

Your scenario is like only driving the car 100mph because it misfires at 120 and cant reach 125. You are avoiding the misfire by only going 100, but the 125mph limitation still exists.
