Lots of Issues With My Gaming PC

My gaming PC has had all sorts of issues for years and no one ever was able to help me fix them. If anyone could help me I would appreciate it. I'm going to try to provide as much information on the issues as possible. Before we start I will show you my current specs:

AMD FX 8320 CPU
HYPER 212 EVO CPU COOLER
XFX R9 280X DD 3GB GPU
8GB 1600MHZ RAM
MSI 760GM-P34 MOTHERBOARD
2x 500 GB HDD
EVGA 750B2 PSU


First off, I have had blue screens consistently since I purchased the PC. I have upgraded the CPU, CPU Cooler, GPU, and PSU since purchase and the blue screens still occur multiple times a day. Second, many games performance is much worse than other people's experience with my GPU. For example, in Wolfenstein The New Order, I get 10-20 FPS on the lowest possible settings at 1080p. Others with my exact GPU can run this game at Ultra with now issue. The same thing occurs in DOOM (2016), Fallout 4 Borderlands 2 getting 40 FPS or lower on minimal settings. When this first happened I was wondering if my GPU was faulty or had a defect but it runs very well in many games.

My performance in games also varies a lot. Some days I get excellent FPS in most of my games but on other days, I lag in all of my games, including games I usually run flawlessly. Also, after playing a game for 10-20 minutes, my FPS will sometimes decrease. My GPU idles at 60 degrees Celsius and usually reaches from 75-80 degrees when gaming. My CPU on the other hand idles from 25-30 degrees and reaches a max of 60 degrees when gaming. I don't believe it's an issue with overheating.

Random programs such as Google Chrome will become broken until I reinstall out of nowhere. I will either get some error code when launching them or they will simply crash on startup.

Last, and I'm not sure if there would be anything I could do about this, I have issues connecting to certain multiplayer games. I specifically have trouble with Call Of Duty. I can only find matches in "Team Deathmatch" in every single Call of Duty game. In GTA 5, I am put into sessions alone or with a few other people most of the time. My wireless router is very cheap (Belkin Wireless G) and this may be the cause of this issue.

My thought is that my motherboard or one of my hard drives could be the cause of many of these issues. I tested my RAM numerous times but have never found any errors. Please let me know your thoughts. Sorry about the long post but I needed to get all of the issues I have in one place.
 
You said you made a lot of changes, but no where did you say you did a clean install. For all of this, your best bet would be to wipe your hard drive, and install Windows brand new. Then install the missing drivers, and try to play the games. After you make a lot of changes, it can cause issues. Not to mention your CPU is 4-5 years old.

Your CPU *can* still be the issue. You don't look at your CPU temp, you look at your CPU clock speeds when you're gaming, and you're going to look if the clock speeds are dropping when you start having performance issues. Your motherboard is weak and isn't really built to do well with 125w TDP Bulldozer processors, indicating there are potential VRM cooling issues, which you can't monitor temperature wise via software.

Your other issues hint towards general instability problems. I'd like to know if you've tried a fresh install of Windows with all your drives formatted.

Yeah sorry, I forgot to mention that I have done 4 fresh installs and nothing changed.

I have formatted both hard drives and done many fresh installs of Windows before

I'm aware that my motherboard isn't known to be great with 125w CPUs and it could be causing some of these issues, but the blue screens still occurred when I had an FX 4300 in the system.

I just installed CPU-Z to view my CPU clock speeds. I hoped on DOOM and only noticed significant drops from 3500 MHZ to 1400 MHZ when loading. During gameplay the core clock speed always stayed within 3500 MHZ and 3700 MHZ.
 




Might've accidentally read over it but did you change the motherboard? It's a really really bad board.

No I have yet to replace the motherboard. It's what I suspect to be causing a lot of the issues but I want to make sure before dropping money on it,
 


There are a lot of people having issues with that board so thats why I think thats the issue here.
