CPU's Clock speed dropping to 300mhz

I have my cpu clocked at 4.7 with 1.27 voltage and it's supposed to be locked at that, could this be an unstable overclock? Should I up the voltage a bit? it's a 4790k

It certainly seems like it isn't particularly good silicon, no. I used to run it at 4.7GHz with only a bit more voltage without much in the way of stability issues, but I've been a bit wary with it as of late just because I prefer keeping it as quiet as possible. Hopefully there is a good solution for your issue found in adjusting voltage. This guide from Anandtech...

What are you doing when it drops? If the machine is idling, the CPU will lower the clock speed automatically to stave of any excess heat. For example, my 4790K will usually drop to 800MHz when idling on the desktop and ramp up when needed. If the CPU clock is dropping under load, then I don't have a particularly good answer. An unstable overclock should just crash the system and clear the overclock to save the CPU.

At 4.5 GHz, I hit 1.3V on my 4790K, so you could see about tweaking the voltage. It could be a case of thermal throttling, but I doubt that you'd be using anything insufficient for a more extreme overclock.
You can either turn it down a bit or mess with the voltage very slightly.

That's very high voltage, I would suggest not even overclocking that chip
