Confusing situation with drivers? HELP NEEDED??!!

Hello,

I recently changed my graphics card from a GTX 660Ti to a GTX 970. However, after the new card is in, everything is excruciatingly slow and when I try play PUBG (once steam decides to do its ever lasting update), it gives me the error that "DX11 feature level 10 is required to run the engine". Also, whenever I try re install GeForce experience, it will not happen, it keeps saying access denied. So I have no way of updating my drivers to see if that's the problem. I will post my other spec here;

i5-3570K CPU @ 3.40GHz
7.95 GB RAM

As a side note also, my cousin had the exact same setup with the exact same settings, and it all worked perfectly, however he had the 970 way before.
The only thing that may work which I will try tomorrow is putting the old card in, hoping that works and trying to install all new GeForce updates.

Any help will be greatly appreciated, as I'm not too good with computers.

You should try grabbing the newest drivers off of nVidia's website (try dropping them onto a USB) and making sure you uninstall all the drivers for your GPU and start over . It is likely there is a conflict with them.
