Can a bad power supply damage other system components if the system is not actually turned on?

Hey guys i was wondering can a bad power supply damage other components like cpu and motherboard if the power button the cpu is not pressed but all cord connections are there. I am asking because when i put the main power cord into the power supply it started shorting and gave off a burning smell, i disconnected it immediately. The mobo led which indicates that its receiving power before starting the computer didn't light up. In that brief moment could other components have been damaged even if i didn't actually press the power button on the cpu?

If you smelt a burning smell at any point in time, while the power supply was connected to ANY other components, there is a chance they could have been damaged. Which power supply was it? whatever you do, do not attempt to use the power supply again. Replace it, or send it back to the manufacturer.
Unfortunately, you may not know whether or not other components were damaged until you replace the power supply.

the power supply is Corsair RM 750. Can the damage still occur if i hadn't actually pressed the computer power on switch?. I don't see any physical damage. Can you tell which components are likely to be damaged like can hard drives and cpu be damaged even if i hadn't turned the computer on?

If the power supply was on when it died, it technically could have been delivering small amounts of power to the Motherboard and peripherals, even if the PC was not on. The CPU, GPU and motherboard may be okay, however the USB ports, and peripherals such as optical drives and hard drives could be damaged, since they draw power even in standby. You really won't know until you try to power them on again, with a new or different power supply.

Thanks the computer booted up normally when i tried with another power supply
