Bad performance for rx480?

I'm wondering if my performance is normal for the card i have.

Only game i play is overwatch.

Recently i upgraded from a 7870 to RX 480 8gb and i feel like the gain is minimal.
In game i i play with low preset and everything on low or off at 1680x1050. 100% render and I play uncapped 300 limit. i get around 130-150 when standing in starting areas, team fights or other people on screen fps is 90-125.

Am i just expecting to much? i hear some people say they get 250 fps with similar setups. doesnt seem bad but the stutter at 80 90 fps is pretty hard to deal with for me.

I have reinstalled windows 10 twice. Just reverted back to windows 7 last night. fully updated. Nothing changes it.

i5 3570k Overclocked to 4.2 8gb Xms ddr3 memory Msi gaming x rx480 8gb Corsair cx500m asrock z77 extreme 4 All temps are fine. cpu never breaks 57-58 degrees gpu max is 61 Monitor is hooked up with dvi-d cable (if this could be the issue)
I know the system is dated but i think it should be ok enough to run this game with solid 144 fps.

RAM is fine, looks like your CPU and GPU is being maxed out while gaming. Try putting Vsync on and see if that helps. Also, try playing on the lowest settings and see if that helps. Continue to monitor GPU and CPU usage when you do each of these things. Try to limit as many operation performing in the background as you can while playing games. Try turning off your virus scan or firewall. See if these have any impact...

Ok. So new patch out and this is results. on normal low settings i play with im avg around 110-130. Low fps of 90. On epic settings i start with 120-140 in teamfights i avg 80-90. Low of 72. I dont know what the issues are but i talk to lots of people and researched plenty, people with similar setups are destroying this game. Something i need to upgrade? something i need to change? i cant take the stutters anymore. its driving me mad. Anyone that can help, please chime in.

I have an i5 2500k overclocked to 4.5GHz, 16GB RAM, and a cheap Red Dragon RX 480 4GB that I bought on sell for $144.99, and I don't have any issues playing any games, and Overwatch plays flawless. If I was going to guess it might be that you only have 8GB of RAM if you have a lot of programs installed. Control Alt Delete open task manager and click on performance. Monitor CPU and RAM and see if they are getting maxed out. Also, check Processes and check program usage. This might be able to narrow down the problem. You can try clicking on the search windows button and typing in system configuration. Go through startup and remove any programs that you don't need when you start up the computer to be running with is probably all of them except virus scan. Let me know what you find out.

Is it normal that my usage is up and down like that? clock speed and mem seem to be maxxed while in game. but usuage is all over the place and im not sure how to read the cpu usage. Let me know. Thanks again!

Check your task bar in the bottom right hand corner and see if you can close any of those programs or change settings to keep them from starting up with your computer.
